Harold Pretel, Grand MarshalHarold Pretel enlisted in the United States Marine Corps in 1986 and served in Japan, Korea, and California as a Military Police Office, achieving the rank of Corporal. In 1990, he continued his career in law enforcement with the Cuyahoga County Sheriff’s Office; first as a Corrections Officer and then a Deputy Sheriff and Detective.
In 1994, he joined the Cleveland Police Department as a Patrol Officer in the 6th District. In 2000, he was appointed as the Sergeant in Charge of the Second District Fresh Start Unit. In 2004, he continued on as the Lieutenant in Charge of the Second District’s Detective Bureau, later, the Office of Professional Standards, and lastly, the Office of Homeland Security. In 2011, he began serving as the Commander of the Office of Homeland Services, responsible for emergency operations and plans involving protective posture and Homeland Security policies and procedures for the City of Cleveland. |
Pretel was later sworn in as Deputy Chief of Homeland Special Operations in 2017 where he served until July 3, 2023 when he retired from the Cleveland Division of Police after 30 years. Soon after his retirement, Pretel was nominated by County Executive, Chris Ronayne, to become Cuyahoga County’s newest Sheriff. He was officially confirmed and sworn into office by county council and has now served as Sheriff for nearly a year.
Pretel is a member of various professional organizations, and received an Associate’s Degree from Cuyahoga Community College, a Bachelor’s Degree in Criminal Justice from Baldwin Wallace University, a Master’s Degree in Social Administration with a concentration in Community Development from Case Western Reserve University, and a Masters in Security Studies, Homeland Security, and Defense from the Naval Postgraduate School.
He has received the Medal of Heroism, the Distinguished Service Medal, a Special Commendation, several Community Service Awards, and he is a Congressman Louis Stokes Fellow.

Luis Mayans, PadrinoIrwin Caraballo is the son of Carlos Caraballo and Alba Feliciano (both deceased), born in Cleveland, Ohio but raised with Puerto Rican Culture and Puerto Rican ethical and family values. He is the youngest of 13 brothers and sisters. He attended his elementary school years in the Cleveland Municipal Schools System and his Junior High Schools years in Puerto Rico. During that period of time away, Irwin decided to continue his education in the United States and returned to Cleveland. Irwin graduated from West Technical High in 1984. After high school, Irwin joined the United States Air Force. He served for 5 1/2 years of active duty including over seas in Spain, Guam, Turkey, other counties, and 9 years of Reserves duty. Irwin was employed by various companies and corporations and found his niche in banking, where he was able to gain experience and what seemed to be lateral promotions. Feeling the need to become marketable and competitive he decided to pursue and received a Baccalaureate degree in Business Management Administration. Striving for excellence he continued his education and obtained his Masters Degree in one year.

In 2011, Irwin decided to leave the Big Banking field and work for Steel Valley Federal Credit Union. He started working in the Marketing Department at Steel Valley Federal Credit Union. His climb on the corporate ladder happened quickly and after only 6 months of working in the Marketing Department, the CEO promoted Irwin to Director of Operations. In January 2015, Irwin was presented with the opportunity to apply for the position of Chief Executive Officer at Steel Valley Federal Credit Union. This was an extensive interview process with the National Credit Union Administration (NCUA). On February 11, 2015, the NCUA appointed Irwin Caraballo, as Chief Executive Officer. Irwin is committed and dedicated to helping improve the quality of life of the Hispanic Community and avail them of greater and better opportunities to succeed. Irwin is an avid musician. He plays the guitar and bass. His passion and talent are sought out by many. He and his wife Joan live in Strongsville and have 2 adult children, Jacklyn Ivette Caraballo and Irwin Josue, his wife Hannah, and granddaughters Cora Elise and Caroline Grace.
Mary Malavé, MadrinaMary Malave was born in Yabucoa, Puerto Rico to Rosa Rosado and
Ramon Malave. She is the mother of 4, grandmother of 10. Mary has always shown herself to have a serving spirit. Her passion, vision and calling is to help those less fortunate. In 2018, after the loss of her stillborn granddaughter, Mary was able to garner strength and inner healing by creating an organization dedicated to providing assistance and resources to those in need. From the loss her granddaughter, “A Li’l Bit of Love” was born. Through this organization, Mary has spearheaded fundraisers, food drives, and events that allow her to supply funds, food, clothing, etc, to those in the neighborhood and beyond. She has been able to help families bury loved ones with dignity, rebuild homes damaged by fires, feed families, and touch many lives. Besides spending time with her family or helping others, nothing brings her greater joy than worshipping God at her home church PearlBrook Church of God in Old Brooklyn. |
Alivia Alicea,Miss Teen Puerto Rico 2023
Alivia Alicea is a graduate of Parma Community Constellation High School. During high school, she began working on her early college education through the CCP program and earned her Associates of Science Degree. In the coming year, she intends to continue her education to pursue a pharmaceutical career and to give back to the community. Alivia describes herself as a young woman who strives to leave a lasting impression on the community in which she lives. Among her strengths are her ability to be humorous, charismatic, respectful, and dedicated. In her free time she enjoys cultural dancing as a way to reconnect with her cultural roots With this title, she hopes to inspire today's youth to embrace and represent their culture. She wish to help others find what makes them unique and provide them with a positive role model. |
